Transfer Out-of-State Driver's License/ID

Basic Requirements

  • Applicant must be at least 18 years old or 17 years old with an equivalent Class C driver's license.
  • You must visit a DDS Customer Service Center.
  • Your License Status:
    • If your out-of-state license is a valid license and has not expired over 2 years:
      • You must surrender your current license. 
      • You must take and pass a vision exam.
      • You must bring required documents to verify your identity and lawful status. See "Documents Required" below.
      • You will not be required to take the written knowledge test and road test.
    • If your out-of-state license has expired more than 2 years:
      • You will be required to take and pass the written knowledge, road, and vision exams.
      • You must provide a certified copy of your driving record or motor vehicle report (MVR) from the state that issued the card. All licensing information from the issuing state must be included in the letter or driving record.
      • You must bring required documents to verify your identity and lawful status. See "Documents Required" below.
    • If your out-of-state license was lost or stolen and you do not have the out-of-state driver's license in your possession:
      • You will be required to take and pass a vision exam. 
      • You must provide a certified copy of your driving record or motor vehicle report (MVR) from the state that issued the card. All licensing information from the issuing state must be included in the letter or driving record.
      • You must bring required documents to verify your identity and lawful status. See "Documents Required" below.

Documents Required

  • You must present documentation showing your identity, residential address, and US citizenship or proof of lawful status in the United States. Your full Social Security Number must be provided on the required online License/ID/Permit Form.  Please refer to Real ID Requirements for more information.
  • Your current out-of-state driver's license.
  • If the out-of-state driver's license has been lost or stolen:
    • You must provide a certified copy of your driving record or motor vehicle report from the state that issued the card.
      • The MVR must be dated within the last 60 days.
      • Note: DDS does not accept uncertified copies printed from websites, but a fax may be sent to the DDS directly from the other state agency.

All documents must be in English.

At your visit

  • Your social security number will be verified with the Social Security Administration and personal information must be consistent with both Agencies to be issued a driver's license.
  • Be prepared to take a photo.
