Third Party Testing
THIRD PARTY TESTING PROGRAM
A Third Party Testing Program or Tester is a Driver Training School specially licensed by the Georgia Department of Driver Services to administer the driver’s license road skills test to students who successfully complete an approved method of driver education.
WHO CAN BECOME A THIRD PARTY TESTER
A full-service Driver Training School certified by DDS for at least two calendar years without noncompliance. Full-service means the Driver Training School offers both the 30-hour classroom instruction and the 6-hour behind-the-wheel training.

THIRD PARTY TESTER REQUIREMENTS
- Completed New Program Application.
- All applicants, including owners, partners, corporate officers, controlling stockholders, and/or high school directors, are required to complete the GAPS fingerprinting requirement for a national and state fingerprint-based criminal background check.
- All applicants, including owners, partners, corporate officers, controlling stockholders, and/or high school directors, must obtain and submit a certified Motor Vehicle Report (MVR) from each state in which they were licensed in the past 5 years except Georgia.
- All applicants, including owners, partners, corporate officers, controlling stockholders, and/or high school directors, must initial and sign the DDS Third Party Tester Agreement.
- Third Party Examiner Application(s) with all required supporting documents.
- Primary Road Skills Test Route and an Alternate Road Skills Test Route.
- Note: Use Guidelines for Development of Road Skills Test Routes to develop the routes.
HOW TO APPLY
- Register for your criminal background check through the Georgia Applicant Processing System.
- Please submit your application packet by mail, along with fees and all supporting documents to the following:

Please complete the application packet in its entirety to enable us to complete the process in a timely manner. It is advisable when mailing to use certified or mailing that can be tracked.
