CDL Third Party Testing Program
The CDL Third-Party Testing Program allows specially licensed CDL Training Programs, approved by the Georgia Department of Driver Services (DDS), to administer CDL road skills tests to students. CDL Third-Party Examiners are licensed CDL professionals employed by these testers to conduct the testing.
Below you will find information and forms related to becoming a new CDL Third Party Tester, becoming a new CDL Third Party Examiner, or recertifying as either a School or Examiner.

Becoming A CDL Third Party Tester
Who Can Become a CDL Third Party Tester?
Any CDL Training School fully certified by DDS for at least two calendar years without non-compliance. Additionally, any accredited Board of Education Program or College operated by this State, county, or municipality thereof.
If you are interested in operating as a CDL Third-Party Tester, you will be subjected to the following rules and regulations:
Code of Federal Regulations parts 380, 383, and 384.
Requirements
- Completed CDL Third-Party Tester Application.
- GAPS fingerprinting for national/state background checks for all applicants (owners, partners, officers, stockholders).
- Certified Motor Vehicle Report (MVR) from all states licensed in the past 5 years (except Georgia).
- Signed Third-Party Testing Agreement (provided post-approval).
- Examiner applications or list of associated examiners.
- $10,000 Surety Bond per location (exempt for governmental entities).
- Standard business hours, a 62,500 sq ft level testing range (concrete/asphalt), and primary/alternate road skills test routes.

Georgia Applicant Processing System (GAPS) .
- Submit your
application packet , fees, and all supporting documents by mail to:

Becoming a CDL Third Party Examiner
Who Can Become a CDL Third Party Examiner?
Any employee of a Certified Third-Party Tester that holds a valid CDL of the class of vehicle they will be conducting tests on as well as endorsements.
Individuals interested in becoming Third-Party Examiners will be subjected to the following federal and state rules and regulations:
- Code of Federal Regulations part 383 and 384
- CDL Rules and Regulations
- Third Party Tester Rules and Regulations
Requirements
- Completed CDL Third-Party Examiner Application.
- GAPS fingerprinting for background checks.
- Certified MVR from all states licensed in the past 5 years (except Georgia).
- Notarized employment letter from a DDS-certified Tester (within 90 days).
- Pass DDS instructor training and examination.
- Signed Third-Party Testing Agreement (provided post-approval).
