Transfer an Out-of-State Learner's Permit for a Georgia Learner's Permit
An out-of-state license is defined as one issued by one of the other 49 states and the District of Columbia.
Basic Requirements:
- A person surrendering an out-of-state Learner's Permit must meet all the licensing requirements for a Georgia Learner's Permit. For example:
- Georgia law requires that a teen hold a permit for one year and one day before being issued a driver's license. Time will be counted for the out-of-state permit.

- If you are transferring a Non-Commercial Learner's permit, you will not be required to re-test.
- You will be required to take and pass a vision exam.
